SALT LAKE CITY (ABC 4 News) - Verlee and Krandon Storms could not believe it when they received a bill $1,967.27. Both Verlee, who is in her 80's, and her adult son live on Social Security. "There was no way we could come up with that," Verlee said.

The bill was from a company that had been part of a $60,000 project to repair the retaining wall in front of their house. A section of the wall crumbled on December 22, 2008. The failure forced the city to close the sidewalk on the east side of State Street at 210 North and put the Storms' house in jeopardy. The house sits high above the grade of the road and only a few feet back from the wall. The concern of engineers was that the deteriorating wall could expose the foundation of the house which is well over 100 years old.

After months of debate, back in July the city agreed to pay the cost of the project.

So why the bill in the Storms' mailbox? It was likely a misunderstanding. Abstract Masonry Restoration, the company that sent the bill, had done work to stabilized the crumbling wall earlier in the year. In fact, the original date on the invoice was 3/13/09 -- long before it was decided who would pay for the work.

Today John Coyle, project manager with Salt Lake City, assured both the Storms and ABC 4 that the city will cover the bill from Abstract Masonry Restoration. "The city has been wonderful," said Verlee. "I'm very relieved."

As for the project, just about all that's left to do is replace the sidewalk. The concrete should be poured later this week.
