SALT LAKE CITY (ABC 4 News) - Soldiers, friends and loved ones plan to pay respect to the 13 people killed in last week’s shootings at Fort Hood in Texas, including one soldier in Utah. President Barack Obama will be one of thousands expected to attend Tuesday's memorial service.

Fort Hood in under taking a major security overhaul to accommodate the services, a lot of it has to do with the presence of the President. To ensure the President's safety, soldiers are installing a three story makeshift security fence. The perimeter is made up of large military vans or big storage units normally used to ship everything from beans to bullets to troops serving overseas.

There will be 2000 seats at the service, with standing room for thousands of other soldiers and invited guests. The President is expected to speak at the service sometime between 2:00 p.m. – 3:00 p.m. ET.

Lt General Bob Cone, the Commanding General at Fort Hood, said about 600 soldiers, first responders and civilians were directly touched by the gunfire. He said the memorial service will play a large role in helping those families to heal.

Among those killed include Private First Class Aaron Nemelka of West Jordan, Utah. He was one of the first victims of the shooting spree. By joining the military, Nemelka was planning on following in his grandfather’s footsteps and fighting for his country.

Private First Class Joey Foster from Ogden, Utah was simply 20 feet from the shooter when he opened fire. However, Foster was only shot in the hip. He’s hoping to recover and fulfill his deployment to Afghanistan in January.
